UPS Return To Shipper, Brown Browned Up

UPS has a new policy where they return packages to the shipper, without giving the receiver an opportunity to pickup their package. UPS will not longer hold a package, they just send it back.

I work nights and sleep during the day. However, I have been transferred to the day shift position that I wanted. At nights the dress code is very relaxed, but in the day shift position I have to dress up a little bit. Because of my job I get to take advantage of JCP savings programs every couple of months. I have shopped at JCP for many years and this was a great time to get some new clothes. I was not able to make it into a store, but I knew my size and decided to order online. They ship UPS, so I figured that would work out fine.
I come home Saturday morning the 25th and there is one of those little UPS tags on my front door telling me they will be back Monday between 2 and 5 PM. I go to work a little before 5, so I can catch the package before I leave.
Monday makes it usual appearance, UPS does not. No big deal. When I come home Tuesday there is another notice from UPS saying they need a signature. So I sign the slip and stick it back on the door. I leave and come home Wednesday and there is another UPS slip on my door. This time it says I have to sign in person. I'm a little annoyed, but no big deal, I have an appointment down the street from UPS and I'll stop by and pick up my package.
WRONG! I stop by my local UPS station and find that the package has been sent back to the shipper. Several phone calls later I find that UPS has changed their policy; they will no longer hold a package after the third delivery attempt. If you don't get it on the third try, it immediately goes back.
One of the things I purchased for my house was an alarm system. It cost several hundred dollars. UPS won't leave $90 worth of shirts on my signature, but they leave a package with $700 worth of electronics at my doorstep, with no signature.
I'm not impressed with UPS.
